We are all getting bills ready for prefiling this week. I have several Work Force bills ready to file as well as a couple of changes for Children's Service and a change in an Ethics Rule as it pertains to vendors for a school district. The thing to bear in mind is that most years there are at least 1000 bills filed and generally only about 100 make it into law. I heard a really refreshing idea that for every bill we pass, we need to delete two old ones. With as many laws as are on the books, it's going to take a long time to get down to a workable number.
We will be setting priorities for the upcoming session this week as well. There are a lot of things to consider. We have had interim committees working on Medicaid expansion, Education priorities and Common Core, Agriculture priorities, Tort Reform, and of course Child Abuse, just to name a few. Now when we put the perspective of current office holders running for Statewide Offices into the mix, it promises to be a really interesting session. I'm not the most experienced person there, but it looks to me that I should sort of fly my priority issues under the radar and maybe we can get some good stuff done while the focus is on the high profile stuff!
The Governor has called a Special Session to begin on Monday the 2nd. He will propose tax credits to lure the Boeing Corporation to build a new facility in the St Louis area to manufacture the new 777 model. The assembly plant would employ 3000 workers in addition to hundreds and perhaps thousands of jobs all over the state in parts assembly shops. This is the type of situation that tax credits are best used for. Everyone in the state stands to benefit from new industry like this. There will be some opposition to the idea, but if we want to create jobs we need to put our differences aside and get the necessary Legislation passed. The ironic thing is that the Governor said all summer long that you cannot provide tax breaks if you are for education. Now he is telling us that the tax credits will create jobs and that will increase funding to the schools. Isn't that being against it before you are for it? Are politics fun or what?
